Missing $21 Trillion Means Federal Government Is Lawless – Dr. Mark Skidmore

Michigan State University economics professor Mark Skidmore made an astounding discovery about the finances and budgets of the U.S. federal government earlier this year. He and a team of graduate students discovered $21 trillion missing in the federal budget going back to 1998.  Dr. Skidmore, who specializes in public finance, explains, “We know from official government sources that indicate $21 trillion is, in some way, unaccounted for.  Furthermore, if we come back to the Constitution, all spending needs to be authorized by Congress.  It looks to me, and I think I can conclude with a high degree of certainty, there is money flowing in, as well as out, that is unaccounted for. . . . That’s the one thing we know from these documents, that there is $21 trillion in unaccounted funds.”

In one example, Skidmore found a huge transfer from the Treasury Department to the Army that, again, was not authorized. Keep in mind, the Army has an approved budget of  a little more than $120 billion a year.  Skidmore says, “In this one report . . . there is an appendix table that indicates there was a transfer from Treasury to the Army of about $800 billion.  That’s almost a trillion dollars flowing in.  There is a note that says we had to do this in order to reconcile past years.  That doesn’t make sense to me either because, these earlier years, you have a transfer from the Treasury of your $120 billion or $130 billion, and every year, the Army is granted the authority to spend this money in the ways they say they will.  How can you get (an additional) $800 billion in and call that an ‘adjustment’? I tried to call and talk to the office of the Inspector General to talk to the people who helped generate these reports.  I haven’t been successful, and I stopped trying when they disabled the links.”

You heard correctly. The government cut off inspection of their own financial accounting to the public. Skidmore says, “I have been able to talk to a few people.  I tried calling the Congressional Budget Office.  I talked with somebody at the GAO, and one or two people at the Office of the Inspector General, who were generating these reports. . . .It’s a big question in why don’t people want to look at this?  I am just a blue collar economist at Michigan State University, and I am saying this does not make sense to me.  Why don’t we look at this? . . . Some high ranking government official authorized the disabling of all the links to the key documents.  We know that.”

Dr. Skidmore thinks the federal accounting of $21 trillion in missing money is crazy and far outside the realm of normal. So, is this a legitimate U.S. national security issue?  Dr. Skidmore says, “Yeah, and that is one of the reasons I decided to look at this.  How can this be, and what does this mean?   If trillions of dollars are flowing in and flowing out, it appears to be outside of our Constitution and outside of the rule of law.  If that is the case, that really is troubling because it suggests that there is a layer of things happening that are outside the rule of law.  I know, for example, that some activities, just for the sake of protection of the people involved in national security, have to be black budget.  There is always stuff like that.  Usually, it’s authorized spending, and some percentage is this black budget where only a small percentage of people and some in Congress know about it, but this is way outside of that.  So, I am worried about it.”

Every decade I read the books I got more and more out of it and saw how much is coming to fruitation. I never saw the movies.     One of your best interviews, Greg. Don’t worry if it started slow … reminded me of the government waste critic of the 1990s, Martin Gross, who died largely forgotten in 2013. Gross spent hours on the phone contacting agencies and bureaucrats, and his whole description of it all resembled a “swamp” even before that term came into vogue.

    Unfortunately, few will care even today unless an actual bill for $65,000 (what Dr. Skidmore said is the amount of the $21 trillion missing per person) arrived on their doorstep. We can only hope, though, that more see this interview and start waking up!

      In fact per American adult it is $100,000 not 65,000 and I’d love it if they sent the bill to only republican voters since they had the majority in House and senate for most of the 20 year period involved. Obama had filibuster-proof majority for 2 months.
      Obama was a neocon anyway and would not have stopped this spending.

    Greg…..excellent interview……but keep in mind, this is obviously fraud, misdirection and wholesale scandal if acknowledged by the government…..and would lead to the global public realization that there are so many more dollars flooding the financial system, the value and integrity of US dollar and economy is more than suspect,..but actually a massive fraud. This has enabled the US to benefit greatly and supported the expansion of our military and standard of living to thrive through our hard work, but also illegimately and to excess at the expense of other societies throughout the world……..the “powers that be” cannot afford to let this information become widespread……ain’t gonna happen…..repercussion would be too great for us and global stability…..massively wrong and immoral nevertheless…..

    Greg, could you imagine being personally audited by the IRS and trying to pull these shenanigans? Not only would have our assets seized and frozen, we would be facing criminal charges. The American people have become numb to figures that are in the Trillions, but this is a staggering amount of currency. This currency is out there in the world somewhere in circulation; however, it has to be outside the United States. It would be bad enough if the petrodollar lost its status and our national debt of 20 plus trillion came home to roost, but an additional 21 trillion coming home into circulation? The Weimar Republic’s “velocity of money” would pale as a Black Friday spending day as compared to this fiasco. The US dollar would be the poster child for Gresham’s law.

    I have an idea for Mark Skidmore as to where the $21 Trillion went … and why high ranking government officials authorized the disabling of all the links to the “key documents” that would have allow him to trace where all the money went … consider the recent ICO fraud where bit coins were to be issued “for a non-refundable donation to a Charitable Foundation” in Switzerland … well … why not imagine that the $21 Trillion was a non-refundable donation to the Clinton Foundation for the acquisition of “bit favors” that could be used by Government officials like a currency in Washington … is this the reason Government officials won’t touch the fraudulent Clinton Foundation? … as the $21 Trillion in “crypto favors” they now posses and use like a currency in Washington will all become worthless!!

        Dr. Skidmore and CAF should write a letter to Trump about this “missing money situation” … and suggest that “any money not properly accounted for” by a Government Agency … should be “automatically deducted” from their next years budget allocation … and see how fast things get corrected!!

          And as part of their letter to Trump … they should make clear that the Fed (a private company) should not be given “governmental power” to make up any budget shortfall by printing up money and giving it to the Government Agency (as this is clearly a violation of the Constitution that gives the “powers of the purse” to Congress and thus the people) … if a Government Agency mis-appropriates the funds Congress allocates to them … they should begin “to fire government workers” so as to bring their budget into balance … this will undoubtedly bring out many “whistle blowers” who will then tell us exactly where the missing money is going!!

      I have been thinking about where these additional debts end up at. It went to the arms dealers, SUV suppliers ….. I suspect they eventually came back here driving up real estate prices in the most exclusive neighborhoods, pricy arts, yachts and automobiles.
      The elitists are few in numbers and they can’t cause inflation in foods and everyday consumables. That is probably one of the reasons why the rich are getting richer – these funny money never made it to the bottom line.

    It is unacceptable, but saying so and demanding action probably won’t make an investigation happen.

    Only a guess, but if I were a recipient of that illegal stash, I’d probably be purchasing farmland and precious metals. Doing so, is being cognizant that my actions as a government functionary-along with a few million others-is destroying the country.

    It should be the job of the Free Press to expose these financial scandals and pressuring our representatives in Washington to get transparent answers from them, hearings, etc. Till this is done we have not a democracy, a republic, a representative government, nor freedom!     Its like I mentioned in another interview when this subject came up – 21 trillion dollars in accounting adjustments exceeds the US gdp for one year!! Where did the Treasury obtain the money to offset the accounting discrepancies for the two mentioned departments is the real question. Was this money an accounting transfer between various government departments to the ones that were insolvent vs money that was simply created or provided for outside the known money supply vs some combination of the three? I suspect that our ongoing wars and the housing collapse explains the adjustments in accounting to the two mentioned departments but WHERE did the money come from is the real question? I have an opinion – general tax revenues (increasing), health care mandates (form of tax), no return on bank deposits (no return for savers), quantitative easing (printing money), bond manipulation (low rates to service debt better and to better capitalize the banks), gold/silver suppression (support the dollar and corral money flows to riskier investments) and the big enchilado – stocks( and digital currencies?) for which the snare is ready to be pulled and afterwards the bail out will be complete. IMHO – we are close to the end but what is left of the dollar, bond and stock markets after the dust clears is unknown.

      A trillion is a number too large for the human mind to grasp. If you were to count out dollar bills, one dollar a second, 60 dollars a minute, $3600 per hour, $86,400 per day, $31.5 million per year, it would take 31,000 years to count out $1 trillion. For comparison, Jesus was giving sermons 2,000 years ago, and the Ice Age was 10,000 years ago. One trillion is a BIG number amd 1$ trillion is a lot of money.

    Thanks Greg, really excellent interview. Dr Skidmore comes across as totally authentic; even though the information he has is totally unbelievable, I believe it. $21Trillion with a T? Wow.
    I’ve already sent this link out to my usual email crowd, but for this one I need to add my congressmen. Unfortunately, my congressman (for whom I did not vote) is a Dem who goes along to get along (and get reelected) (but that’s just an opinion). OTOH, the Republican in the next district over doesn’t mind stepping on toes, so I’ll call his staff and talk them into watching the interview.

    Really, the GAO thinks that if it were real there would be a congressional investigation and since there isn’t one… It’s GAO’s job to inform congress of these discrepancies so yeah, there’s a little bit of circular reasoning going on and congress should be up in arms — unless maybe to rock the boat would interfere with getting re-elected, then one goes along to get along.

    There is either some total incompetence going on (which I don’t believe ‘cause I’ve watched DoD budget analysts count their pennies) or there is another set of books and I have no idea how that would work. Black budget which would match the total goernment debt? Maybe. It is not incompetence, so something else is going on and it’s really hard to believe that congress is in the dark.

    Since Donald Rumsfeld mentioned a lot of money missing in 2001, is it safe to assume this misappropriation began during say the Clinton administration? It’s just a question.

    I would hope that Dr. Skidmore has taken precautions to secure he an his family’s safety. If all of this is true then HIS LIFE IS ACTUALLY IN DANGER. The Deep State has no conscience and will take out anyone who muddles around in their mud puddle. This should be sent to President Trump in its entirety, (as copies of course_. All original materials they downloaded need to be put on jump drives and distributed far and wide, so as to secure that information.

    On 911 the very office in the Pentagon that was hit and destroyed was the office which was tasked with finding that 2.2 Trillion Rumsfeld said was missing. Also all the Gold that was in building Seven’s basement also went mission as well.

    Someone at the top of the NSA/CIA knows full well where all that money went. You can also bet your bottom dollar is was not used on our military that supposedly keeps us safe at home. but on those Black Special Access Projects which are funding the war with our extraterrestrials visitors. This is specifically why they cannot tell the people where that money went and why phony accounting principles are given a wave through, because if they told the people the truth, our religious underpinnings would collapse over night, thus they believe Anarchy would reign and they would lose the power they believe they have.

      Too late. Once the discrepancies are pointed out, and the source documents referenced then there is no way to cover-up the mess. Whomever it was who ordered the source documents to be withdrawn has committed obstruction of justice.     Really all government matters that involve spending become secondary to getting to the bottom of this travesty. As things stand at this time, it looks like nothing will be done by congress or the officials of any branch of the federal government. I guess we don’t get to call that criminal negligence.

    Mr. Hunter: Thanks for moving the ball forward on this. I would offer a few comments for consideration:
    (1) I’m reasonably certain that black operations and programs at the DOD and intelligence agencies (especially CIA) do interface with the Federal Reserve in their flows of funding and spending. Thus, a thorough auditing of the Fed would have to be part of getting to the bottom of this (and much other that is fraudulent and, perhaps, otherwise criminal in the economy more generally). Unfortunately, I fear/know that the past cannot be fixed (or, likely, even be satisfyingly investigated, since the evidence will have been destroyed) and, among many other things, we must end the Fed (and, perhaps, dismantle much of CIA) to have any chance for a decent future.
    (2) I would remind people that the 9/11 attack on the Pentagon “happened” to be concentrated on the very rooms where auditing of the Pentagon budgets was being conducted.
    (3) “Laundering” of money flows within the defense/intelligence establishments could well involve “circular” (or more complicated) flows of accounting transactions within the departments and agencies themselves. That could easily inflate the amounts of transactions that are “unaccounted for.” In other words, I doubt that there is much if any money to be recovered; for the most part, it’s spent and gone.
    (4) CIA is widely rumored to have it’s own sources of funds from drug running and perhaps other sorts of businesses. The flows of those funds are, presumably, not on the books at all, even as undocumented transactions.
    (5) I agree with your concern that not only is there tremendous potential for massive fraud for pecuniary gain by individuals and other entities, there is tremendous potential for rogue military/intelligence-agency operations, such as Iran/Contra and, likely, more recent operations in the middle east and elsewhere.
    (6) Finally, I agree with the concern that all of this is unconstitutional and otherwise unlawful, and a grave threat to our “democracy.”

    Greg, on one of my previous post I outlined the war with N. Korea will begin in summer or early fall of 2018, I also outlined that when you hear of many more assets being flown from the East Coast to the West Coast and beyond is telling that the hot war is in the works. CNN post today: (CNN)Tensions on the Korean Peninsula escalated over the weekend as US stealth fighters moved into the region and official sources from both North Korea and the US said the chances of war are growing. These assets, Stealth fighters, cannot be seen as of yet by N. Korea’s air defense batteries. Of course, many such assets still need to be maneuvered into position before any hot war could take place. However, watch for weekly military asset movement to the area. At this point the movement of the assets are for political diplomatic efforts, but as time moves on watch what assets move into the area. I suspect that about March soon thereafter or so you will see a large buildup in the area, over and beyond the assets necessary for bluffing a hot war or for setting up a diplomatic resolution. At that point in time the decision has been made, and the President would have given the Orders to go when the military decides it is the time to go. Folks, this is happening in real time as we speak. The war with N. Korea will not be a Sunday spring day walk in the park. The President when ask what he thought about the last continental ballistic rocket launch of last week said and I quote “We’ll take care of it”. Enough said, take precautions as N. Korea has nuclear capacities, know what to do, stock up, things might well get dicey for a short time after the strike.

If anyone believes our debt is only $2o trillion, and not at least double or triple that, as in $60 trillion, then I have some beautiful real estate for sale down by the Everglades. (perfectly dry).

    CAF said long ago that the government is a criminal enterprise and I have never heard her take that back. (Dang, that was way back in 2007 or 2006 I think I heard her say that.)

    Mr. Greg, the US government is a government of the criminals, by the criminals, for the criminals and is the most successful criminal enterprise the world has ever seen.

    The problem we have is that every major institution in this country is thoroughly corrupt and I don’t see that changing ever in our lifetimes. And most people in this country haven’t a clue. Sorry.

    You won’t be able to get out the door when it finally dawns on you that you need to. The exits have already been katy-barred. Meaning there is no liquidity left, which is why we aren’t seeing much selling in the top names. Yet. Its not that the Fed has been draining it, but all liquidity has dried up due to both derivatives, and HFT’s. Low oil prices have played a HUGE role in this too, and once they go way down again (soon), you can kiss these markets adios. You know about the petro dollar, well its pretty much gone. That was by and large the source of all the REAL liquidity that our nation had. The reason shale is so big right now, and holding our financials barely solvent, is that the flow of cash from oil selling from our nation’s repositories is critical to the nth degree, since we really dont have any real source of funds as most of the liquidity is locked up on the Fed’s balance sheet, and in all the banks, that the Fed flooded with funny money printed out of thin air, that HAS to stay there due to capital ratio’s. Whats crazy is that for many reason’s the Fed needed to raise rates long ago, but that would have crashed the stock markets. Ironically, now that they are raising rates, its further drying up liquidity. So they need to lower, but they can’t. its still near zero, so there is no liquid left in the Fed tank. So now both the stock market, and the bond market, and Bitcoins will crash too. Very few though will get 10 cents on the dollar. From any of it. Its all worthless now, except for the digital I’s and O’s on your statements that say its ‘there.’
    There’s going to be way more than $21 trillion missing. Many trillions in paper wealth, will never turn into ‘hard wealth’ that you can use to buy things or live off of. Its going to go kapoof.

    I haven’t listened to the Skidmore interview nor read many comments as yet. However, I have heard that the missing 21 Trillion and other monies have become part of the “Dark Money” in the ESB (Exchange Stabilization Fund), although they say it is much less. Some of these funds were most likely assumed by globalist financial organizations and are used to manipulate the stock markets as well as fund black projects. Notwithstanding, these numbers do indicate illegal transfers outside the rule of law.
    A lot of money was also unaccounted for during the bank bail-outs from the crash back in 2008 and there we a few reports of the amount of money that were funneled back into the big banks to keep them “afloat”.

    I’ve been trying to get more information about US aircraft carrier capability and our nuclear defense. After week of off and on sourcing, these two articles sum it up. Not included was the USS Donald Ross Black Sea incident circa 2014, 2015.

    When all analysis points to sub-par offensive and defense capability, all one is left with is propaganda aligned with worsening conditions with North Korea (H.R. McMasters) or attempts to remove all dependents from South Korea (Lindsay Graham).

    Is this what we’ve achieved with the stolen $21 trillion-plus? Somehow, I doubt this sum went into weapons programs, but let’s not be petty.

    Kim Jong-Un must have an inkling of US capabilities, and one can only guess with some concern how he’ll respond. The US-South Korea war games might go “hot” by convenience, soon.

      It wouldn’t surprise me at all to find out that Lockheed Martin made a big contribution to Hillary’s Charitable Foundation (to have Bill provide N.Korea with nuclear weapons, ICBM’s and guidance technology) so that they could sell their THAAD anti-missile systems to every State of the Union … so how long do we have to wait before we begin investigating “that nice ladies” Charitable Foundation?? … how long does it take to “wipe clean” all the incriminating evidence of “collusion for profit” by the Military Industrial Complex from Clinton Foundation servers and computers???

      Hello Douglas,
      I was Chief of Tax Accounting for a state agency. We balanced to the penny….that is not just a cliché…..that is a fact! Sometimes, being off .05 is $568,987.65 to the plus and $568,987,60 to the minus for a net difference of .05 (or multiple combinations thereof). However, having prepared reports for the Feds (via their guidelines), I don’t question Dr. Skidmore one little bit.

      The only person I had on to talk about aliens was Steve Quayle. He wrote a tops selling book about the subject and travels extensively when writing his books. I have never had a guest to talk about “Planet X”.

        Greg … Steve Quayle was a good start … now you should get Joseph P Farrel on as a guest … his latest take on the missing $21 Trillion is that a hidden system of finance exists … that makes the federal government increasingly dependent on the Federal Reserve (a private company) to provide funding for government agencies … thus breaking the Constitutional restraint on the budgetary process (where the people through their Congressional representatives had the power of the purse) … instead we have the Fed central bank controlled by the Rothschilds monetizing our debt and subjugating America to do their bidding under the code word of “national security” … as Farrel says: “In effect, this reduces the federal government to the status of a “front organization” whose primary purpose is now to become the money laundering system for this hidden (Rothschild controlled) system, and that’s the root of the problem … the revenue streams from the hidden system and the public taxation system have been (illegally and un-Constitutionally) mingled”.

    It could be Greg, that we see Mr. Vladimir Putin and Mr. Xi Xinping of Russia and China respectively, announce that there nuclear forces have gone to US equivalent of DEFCON I.

    Honestly, I expect it within two or three days. I doubt US MSM outlets will cover it. No reason to concern the ignorant masses. These tensions are concurrent with increasing highs in US financial markets– almost daily.

    I’m under the impression from Russian friends that emergency disaster drills are to beginning anew come Thursday and beyond.

    Your interview with Dr. Mark Skidmore was beyond profound!
    I thoroughly enjoyed it. I’ve known Dr. Skidmore for a significant number of years. He is a man of great intellect and integrity. His behavior and style mirror his deep Christian values.
    I appreciate that he presented the story by presenting factual information gleemed from the DoD, and HUD without making accusations, but rather positing questions based upon his knowledge of economics, finance and accounting for the public sectors. While he does point out the irregularities, and statistical deviations from the norms of public sector finance and accounting, he simply asks there are a significant amount of questions all this raises that need to be answered. In other words, he uses the Socratic method of inquiry vs. accusations of what may or may not have been going on within the DoD or HUD to have 21 Trillion Dollars in unaccounted funds? Dr. Skidmore’s findings certain sets one’s mind on fire of the possibilities of where it went? Why is there no accountability when it comes to this kind of thing? Will the whole thing just end up a whitewash?

    Great job Greg and Dr. Skidmore!!

    There was chatter on the web back then about some thing called the “Wanta Settlement” having to do with payback to an American ex-pat who loaned the US $4T (as in trillion) dollars to help undo the Soviets in President Reagan’s time in office.

    Some of the sources included some highly respectable financial commentators who warned that Western governments were dragging their feet paying him back and the repercussions would be severe to the economy if not paid back. Then 2008 happened, leaving those who were following the story wondering if this was the predicted result of non-payment.

    Given the size of the debt in this instance, it makes one wonder if there was/is a relationship .

    I saw your interview with Greg Hunter–also Kathryn Austin Fitts–I am wondering if you are familiar with Walter Burien and his studies of the CAFR reports. I have analyzed various CAFR reports [as related to a couple of regional issues in California–example: state of California with a $26 billion budget deficit 2009–I looked at the state 2009 CAFR–with $554 billion in liquid assets alone–in the unrestricted funds: I would be surprised if they are still publishing them– but you might want to take a look at what is probably much greater than the 21 trillion missing funds–and/or you find a link: http://cafr1.com/
